"Washington Water Power Company and two individuals who were its codefendants -- Jeremiah P. Buckley and Ellsworth B. Sargent -- were wrongly convictedin 1984 of committing mail fraud in 1975. In 1975 Buckley was a Washington Water Power lobbyist and Sargent was president of Sargent-Tyee Construction Co. A Seattle federal court jury's found that in 1975 the utility and the two men were involved in a scheme to launder $15,000 through a complex arrangement with a contractor, and then use the money to make a political payment to one or more Washington state legislators. In July 1986 the Ninth Circuit Court of Appeals vacated the mail fraud convictions on the basis the evidence was "clearly insufficient."" |
