Summary of Case:

"Frank Bolduc and Francis Larkin were wrongly convicted in 1990 in federal court of two bank robberies committed in Milwaukee, Wisconsin by two men dubbed by the FBI as The Trenchcoat Robbers. They were arrested on the basis they resembled eyewitness descriptions of the robbers, and they were identified by bank employees from lineups and in court. Their convictions were upheld in 1992 by the U.S. 7th Circuit Court of Appeals. In 1997 the actual robbers were captured, and Billy Kirkpatrick confessed that they committed the robberies Bolduc and Larkin had been convicted of committing. The U.S. Attorney's Office filed motions to dismiss Bolduc and Larkin's convictions and they were released in 1999 after 9 years of wrongful imprisonment. Bolduc did not receive any compensation. He filed a claim for compensation in the Federal Court of Claims on June 17, 2005. His claim was dismissed as untimely because there was a six year statute of limitations, and he filed his claim 6 days late, since his conviction was vacated on June 11, 1999."
