"Fred Wesley Brookins Jr. was one of the Tulia 38 wrongly convicted of selling and/or distributing cocaine in and around Tulia, TX based solely on the word of a discredited Swisher County, Texas undercover sheriff's deputy. Fred Wesley Brookins Jr. was one of the 35 Tulia defendants Texas Governor Rick Perry pardoned on August 22, 2003. Brookins rejected a plea bargain for 5 years imprisonment before going to trial, after which he was sentenced to 20 years in prison."
