"Consolidated Properties, Ltd. was wrongly convicted in March 1900 of non-compliance with an order of the London County Council to provide a fireproof staircase at a building it owned on Queen Victoria Street in London. The company was charged under Section 7 of the Factory Act, 1891. The company's defense was that it was perfectly willing to comply, but it wasn't able to do so because the ground floor and basement were sublet to other tenants who refused to allow the work to be done. On November 13, 1901 the conviction was quashed on appeal on the basis the company was convicted of not complying with a notice with which it was impossible to comply."
