"Joseph Downey was wrongly convicted on March 20, 1882 of breaking and entering in Suffolk County, Massachusetts in 1882. After his conviction Downey was sentenced to three years in prison. During a pardon board hearing the officer who arrested Downey testified that he was under the influence of liquor when he committed the offense, and that he had never been in legal trouble before. Downey's intoxicated state prevented her from having criminal intent. On July 31, 1884 Joseph Downey was granted a full pardon by Massachusetts Governor George D. Robinson based on the recommendation of the Suffolk County District Attorney."
