"Walter J. Egan (aka Jake Egan) was a former Carson, California City Councilman wrongly convicted of mail fraud. In 1988 the 9th Circuit Court of Appeals vacated Egan's mail fraud convictions based on the U.S. Supreme Court's ruling in McNally that government officials could be convicted of mail fraud only if prosecutors proved they used the mails to deprive the government of money or property -- and the government introduced no such evidence during Egan's trial and therefore there was insufficient evidence he committed a crime."
