Fred Fuchs was co-defendant of Roy D. Reagan. The U.S. Ninth Circuit Court of Appeals ruled improper jury instructions permitted a verdict unsupported by the evidence and that their convictions were was a miscarriage of justice.

Erroneous jury instructions that didn't allow the jury to consider the defendant's innocence.

"Appeals Ct ruled" the defendants, particularly Fuchs, were not involved in an effort to defraud the Government, but were perhaps careless in dotting the administrative "i's" they encountered.
