Summary of Case:	"Larry Charles Fuller was wrongly convicted in 1981 of rape in Dallas County, Texas based on the eyewitness testimony of the victim. Larry Fuller was sentenced to 50 years in prison. Released on parole in 1999 after serving 18 years in prison. He was returned to prison in 2005 on a parole violation. Fuller's conviction was vacated on October 31, 2006, when DNA tests unavailable at the time of his conviction excluded him as the woman's assailant. Larry Charles Fuller was released after being wrongly imprisoned for a total of more than 19 years. Larry Fuller was pardoned by Texas Governor Rick Perry on January 11, 2007. He was awarded compensation of a lump sum of about $950,000 by the State of Texas based on his 19 years of wrongful imprisonment. In 2009 the Texas legislature enacted an amendment to the Texas Wrongful Imprisonment Act increasing compensation to $80,000 per year of imprisonment and adding a lifetime annuity. Fuller filed a second claim based on the new law to be paid the additional $30,000 per year and the lifetime annuity. The State agreed to pay the annuity, but denied his claim for an additional lump sum payment. On November 18, 2011 the Texas Supreme Court agreed to dismiss Fuller's appeal after he and the State came to an agreement that the State would pay him an additional amount of more than $750,000."
