Summary of Case:	"Madison Hobley was wrongly convicted of murder and sentenced to death after being tortured into a false confession by Chicago PD officers who suffocated him by placing a plastic bag over his head, struck his chest, kicked his shins and pushed their thumbs against his throat so he could not breath. Madison Hobley was pardoned by IL Gov. George Ryan on Jan. 10, 2003, and released after spending 13 years on Illinois' death row. Hobley filed a federal civil rights lawsuit against the city of Chicago and several officers. In 2008 the suit was settled for an immediate payment of $1,000,000, and an additional $6,500,000 to be paid if Hobley was not reindicted by January 3, 2009. Hobley was not re-indicted so he was to be paid the additional money by March 4, 2009, which brought the total of the two payments to $7,500,000."
