Summary of Case:	"On March 23, 2017 Ireland's Garda issued a statement disclosing that between 2008 and 2016, 14,700 people were criminally prosecuted, convicted in absentia, and assessed penalty points for driving related offenses after they had already paid the “Fixed Charge” notice fine within 56 days and been assessed penalty points. Payment of the fine by the people barred their criminal prosecution and conviction. In July 2017 the Garda reported that a review identified 8,549 cases where motorists had been convicted by the courts in error. In September 2019 the Garda reported a revised number of over 12,000 cases had been identified, but it had only been able to track down and get consent forms from about 4,000 people. "
