"Jay A. Jarrell was co-defendant of Robert W. Whiteside. Both men were wrongfully convicted of making false statements in Medicare reports and conspiring to defraud the government. On March 22, 2002 the U.S. 11th Circuit Court of Appeals reversed the convictions of Jarrell and Whiteside on the basis the government failed to present evidence they had criminal intent and acted "knowingly and willfully.""
