Summary of Case: |
"Liu Jiqiang was wrongly convicted in December 1999 of murdering his lover, 27-year-old Lady Guo, on February 14, 1998 at her home in Jilin province, located in in northeast China. Thirty-four year-old Jiqiang, dubbed by the press as the "Valentine's Day killer," gave a confession to killing Guo during an argument. He recanted his confession as coerced by police torture. Jiqiang was sentenced to death with a two-year reprieve. Jiqiang appealed. In March 2000 the Jilin Higher People’s Court overturned Jiqiang's conviction and remanded to the trial court. Jiqiang was convicted in November 2002 after his retrial. Jiqiang was given a suspended death sentence by the Court, based on its ruling there was little social harm caused by a conflict between two friends. Jiqiang appealed, but his conviction was affirmed in March 2003. In 2007 another man confessed to strangling and stabbing Jiqiang's lover. Jiqiang appealed, citing the new evidence. On April 29, 2016 the Higher People's Court of Jilin province acquitted Jiqiang in reversing his conviction based on insufficient evidence. Jiqiang was released" |
