"Wei Lin was wrongly convicted in Saipan in August 2011 of two counts of document fraud for possessing two Commonwealth of the Northern Mariana Islands driver's licenses "knowing that they had been unlawfully obtained" in violation of 18 U.S.C. §1546(a) (fraud and misuse of visas, permits, and other documents). On December 24, 2013 the federal 9th Circuit Court of Appeals overturned Lin's convictions because there was insufficient evidence to support his guilt beyond a reasonable doubt. The Court ruled that a driver's license isn't considered one of the documents authorizing entry into the United States, and therefore he didn't violate the statute. USA v.
