"Eli J Long was wrongly convicted of murder in Wisconsin. He was exonerated in 1920 based on newly discovered evidence after his conviction, and while he was free on bond pending the outcome of his appeal. The Wisconsin Legislature passed a bill in 1927 allowing Long $2,750, but the Governor vetoed it on the ground the statute only applied to persons who serve their imposed term of imprisonment and not to those who merely serve time pending appeal."
