"Ivan Lopez-Vanegas was a co-defendant of Doris Mangeri Salazar. They were wrongly convicted of one count each of conspiracy to possess with the intent to distribute five kilograms or more of a mixture and substance containing cocaine, in violation of 21 U.S.C. §§ 841(a)(1) and (b)(1)(A)(ii), and 21 U.S.C. § 846. On July 26, 2007 the federal 11th Circuit Court of Appeals vacated their convictions on the basis that their alleged "conspiracy" was only related to alleged events outside the U.S., and U.S. law doesn't apply to actions only taken outside the U.S."
