Summary of Case:

"Lawrence McKinney was wrongly convicted in 1978 of a 1978 rape and burglary in Memphis, Tennessee, based on his identification by the victim. After his conviction by a jury McKinney was sentenced to 100 years for his rape conviction and 10 to 15 years for his burglary conviction. During a parole hearing after he had been imprisoned for 28 years, McKinney made admissions to the crime. McKinney's conviction was overturned and the charges were dismissed based on DNA testing unavailable at the time of his trial that excluded him as the assailant. He was incarcerated for 31-1/2 years. McKinney filed an application with the Tennessee Parole Board for a declaration of his innocence, as a necessary precursor for him to seek compensation from the State of Tennessee under the state's wrongful imprisonment compensation statute. On September 27, 2016 the Tennessee Parole Board unanimously voted 7-0 that the absence of McKinney's DNA was not conclusive evidence of his innocence. McKinney's lawyer said he would file an application for a declaration of McKinney's innocence, directly with Governor Bill Haslam, who isn't bound by the board's ruling."
