"John Ligon and Carroll Mizell were wrongly convicted in June 2004 of the theft of government property in August 2003 related to several Native American petroglyphs removed from an unmarked site on the side of a mountain in northwest Reno. On March 21, 2006 the U.S. 9th Circuit Court of Appeals overturned the convictions of John Ligon and Carroll Mizell and ordered their acquittal because the government had failed to introduce evidence the value of the items they alleged removed exceeded the $1,000 threshold required by the statute."
