Summary of Case:

"Oscar Ochoa was wrongly convicted in 1998 of drug charges in Los Angeles, California. Ochoa pled guilty based on fabricated evidence by Los Angeles Police Officer Rafael Perez, who was a member of the Ramparts Division. Ochoa's conviction was overturned in 2000 based on Perez' admission that he and other Rampart officers engaged in misconduct to obtain convictions. Ochoa filed a federal civil rights lawsuit against the City of Los Angeles and the LAPD that the Los Angeles City Council voted on February 19, 2002 to agree to settle for $475,000. At least 171 persons had their wrongful conviction overturned as a result of the Rampart scandal."
