Summary of Case:

"Leroy Orange was wrongly convicted in 1984 of murder for taking part in the stabbing of his former girlfriend, her 10-year-old son and two others. Leroy Orange confessed, but he recanted, claiming that the Chicago police tortured him into a false confession. Orange claimed the police suffocated him by placing a plastic bag over his head, "electro-shocked" him, and squeezed his scrotum. The police officers denied torturing Orange, and he was convicted and sentenced to death. When evidence was discovered that Orange's claim of torture was credible because the Chicago PD tortured many suspects, Leroy Orange was pardoned by IL Gov. George Ryan on Jan. 10, 2003, and released after 19 years imprisonment, with 17 years on Illinois' death row. Filed a federal civil rights lawsuit against the City of Chicago and Cook County. Chicago settled the lawsuit in 2008 for $5,500,000, and on March 2, 2010 the Cook County Board of Supervisors agreed to settle the case for $525,000 to be paid in 5 installments of $110,000. The last installment is to be paid in January 2014."
