Summary of Case:	"Javier Francisco Ovando was wrongly convicted in 1997 of the attempted murder in October 1996 of two LAPD policemen who actually shot him when he was unarmed and then framed him by planting a gun near him. One of the LAPD officers turned informant when caught stealing $1 million worth of cocaine from the LAPD evidence room, admitted that it was routine for members of the LAPD Ramparts gang unit to plant evidence on Latinos and then intimidate them into falsely pleading guilty or testifying against them if they went to trial. Ovando's conviction was vacated in 1999. He subsequently sued the City of Los Angeles, which settled the suit for $15 million on November 21, 2000. Ovando also sued Los Angeles County for ineffective assistance of counsel, and in May 2005 a jury awarded him $6.5 million. That award was overturned on appeal and remanded back for a retrial. On July 7, 2009 Los Angeles County agreed to settle the lawsuit for $750,000. So Ovando was awarded a total of $15.75 million. He is wheel-chair bound for life from his injuries, and he was wrongly imprisoned for 2-1/2 years."
