Summary of Case:

"Luong Ngoc Phi was wrongly convicted in 1999 of fraud to appropriate property and not paying taxes in Thai Binh City, Thai Binh Province, Vietnam. Luong Phi was 51 when he was indicted and arrested in April 1998. After Phi was convicted he was sentenced on September 29, 1999 to 17 years in prison. Phi was a business owner, and the provincial government confiscated, and kept the proceeds from auctioning off more than 280 tons of pearl barley, 31 tons of millet, 307kg of Japanese sesame seeds and a Daewoo sedan. Phi appealed. In 2001 the Thai Binh's People Procuracy overturned Phi's conviction in ruling he did not commit his convicted crimes, and ordered his release. Phi had been in custody for 1,066 days. Phi made numerous attempts to receive compensation. On August 26, 2013 the Thai Binh City People's Court ruled that the Thai Binh Provincial People's Court should pay VND21 billion ($963,000) to Phi as compensation for the damage done to his business and VND666 million ($30,541) for the impact on his mental and physical health. Then, on August 10, 2015 the Thai Binh City People's Court ordered that the Thai Binh Province People's Court should pay VND22.9 billion (US$1.02 million) as compensation to Luong Ngoc Phi for his wrongful conviction."
