Summary of Case:	"Julius Earl Ruffin was wrongly convicted and sentenced to 5 life terms for the rape and sodomy of a Norfolk, Virginia woman. DNA tests conducted under a new Virginia law that supercedes Virginia's 21 day rule after sentencing for the introduction of new evidence, excluded Julius Ruffin as the woman's attacker. Ruffin's conviction was overturned in 2003 and he was released. In March 2004 Julius Ruffin was awarded compensation of $1,225,000 by the Virginia legislature -- with $325,000 paid immediately and $900,000 to fund an annuity paid over 30 years."
