Summary of Case:	"Loren G. Turner was wrongly convicted of mail fraud related to two Kentucky state elections: the May 2002 election of Donnie Newsome as Knott County Judge Executive, and the November 2002 election for Pike County District Judge candidate John Doug Hays. On August 31, 2006, the U.S. 6th Circuit Court of Appeals vacated Turner's conviction and dismissed his mail-fraud indictment, ruling that his alleged conduct could not be prosecuted under the federal mail-fraud statute. The Court wrote, "While candidates may be dishonest in seeking election, such dishonesty does not deprive anyone of any right to honest services for the simple reason that candidates, unlike the elected officials they hope to become, provide no services to the public,""
