"Wrongly convicted of libel for four articles he wrote as a reporter for Costa Rica's “La Nación” newspaper. The newspaper was also convicted of the same offenses. The articles alleged that a Costa Rican diplomat had committed various illegal acts abroad. The Inter-American Court of Human Rights accepted a petition for the case and determined that the convictions violated Ulloa and 'La Nacion's' right to free expression. Ulloa was sentenced to 120 days in fines, or 300,000 colones, while “La Nación” was fined 60 million colones for moral damages or injury to the diplomat's reputation caused by the publication of the articles, plus one thousand colones for court costs and three million eight hundred ten thousand colones for personal costs"
