Summary of Case:	"Richard P. Wallace was wrongly convicted of failing to register as a sex offender. Richard Wallace pled guilty in 1989 to one count of child molesting. He was sentenced to a five-year suspended sentence plus probation. He completed the probation in 1992, which completed his sentence. In 1994 the Indiana Legislature passed a law requiring registration of sex offenders. The law was amended in 2001 to require registration regardless when the offenders were convicted. Wallace's ex-wife notified authorities in 2003 that he had never registered. Wallace was prosecuted for failure to register and in 2007 he was convicted in Marion Superior Court. He was given an 18-month suspended sentence. In 2008 the Indiana Court of Appeals affirmed Wallace's conviction. On April 30, 2009 the Indiana Supreme Court overturned Wallace's conviction on the basis that his conviction violated the state constitution's prohibition of retroactive laws."
